About KIPP Delta Public Schools
KIPP Delta Public Schools was founded in 2002 when we opened our doors to 65 fifth grade students in Helena, Arkansas. Our ultimate goal was to graduate students with the strength of character and academic abilities needed to succeed in life – and in so doing, prove what is possible in public education. We promised to do whatever was necessary to help our students succeed. KIPP Delta is still making – and keeping – the same promise today. We now lead six schools across the Arkansas Delta serving over 1,300 students and 200 alumni.  Since opening, our schools have regularly outperformed local school districts academically, and the work of many of our schools has been recognized on local, statewide, and national levels. To date, 100% of our high school graduates have been accepted into college, and nearly 80% are currently persisting in or have graduated from college.

Our schools currently span three locations, and campuses will continue to grow each year to serve all grade levels. For the 2018-19 school year, we will serve the following grade levels:

·         Helena Campuses – opened in 2002, serving students in grades PreK-12

·         Blytheville Campuses – opened in 2010, serving students in grades 3-12

·         Forrest City Campus – opened in 2015, serving students in grades 5-8

Position Overview:

The Director of Special Education is responsible for the leadership, administration, and supervision of the region’s Special education program and services, and will lead the development and implementation of KIPP Delta’s Special Education policies and procedures. S/he will work cooperatively with all instructional faculty and parents to provide an appropriate education program for students with disabilities.

The Director of Special Education is responsible for ensuring that all Special Education students make college-ready growth in all academic areas as measured by the NWEA MAP exam.

The Director of Special Education will report to the Chief Academic Officer.


Duties and Responsibilities:

Strategy and Implementation

• Develop and manage the Special Education strategy, implementation, plan, and calendar in order to coordinate Special Education services in all KIPP Delta Public Schools

• Facilitate the delivery of services among multiple external providers and act as the liaison among external partners working with Special Education students

• Represent KIPP Delta Public Schools at all local and regional Special Education meetings

• Formulate policies and procedures for new or existing programs and activities (e.g. inclusion model, pull out, etc.)


Compliance and Accountability

• Direct, monitor, and manage all KIPP Delta schools for compliance with state and federal laws; ensuring consistent, failsafe, and quality documentation from school to school

• Provide comprehensive, holistic reporting of student performance data to Chief Academic Officer and Executive Director

• Ensure that all records are effectively maintained and that timelines are consistently met for initial evaluations, annuals, and triennials

• Evaluate school level Special Education programs to ensure that objectives for student education are met

• Create an annual internal Special Education review process

• Create and refine Special Education forms as needed

• Lead due process cases and, when necessary, be present at contentious EP meetings

• Provide accurate and timely data to the Arkansas Department of Education



• Manage the operations of Special Education programs via school leaders and teaching faculty

• Hire and manage regional service providers, including but not limited to: RSP itinerant, Speech Pathologist, Occupational Therapist, Counselor, etc.

• Support school level Special Education faculty

• Coach and collaborate with Special Education staff and general education teachers in each KIPP Delta Public School and provide instructional support that leads to dramatic academic gains for students

• Conduct regular observations and provide instructional feedback to teaching staff

• Secure and provide ongoing professional development and individual training to Special Education and general education teachers that includes research-based interventions, data analysis, and assessment modifications

• Conduct regular regional Special Education staff meetings

• Establish and communicate a division-wide philosophy of least restrictive environment for serving special needs students

• Guide the development and implementation of long-range and short-range plans for achieving Special Education goals and objectives in alignment with the school division’s strategic plan

• Monitor the development and implementation of all aspects of the Special Education program process

• Collaborate with school-based administrators and central office administrators regarding the discipline of students with disabilities

• Respond to concerns of parents, teachers, building and central office administrators, and community members

• Serve as the school division’s liaison in all matters concerning Special Education

• Maintain communication network with other Special Education Directors within the state


Candidate Profile:

A candidate must possess:

·         A Bachelor’s degree

·         A demonstrated record of ensuring student achievement as a teacher and/or leader in a public school setting

·         At least three to five years experience working as a full-time Special Education teacher, preferably in Arkansas

·         Valid and current Arkansas Special Education Licensure

·         Experience with and strong knowledge of local and national Special Education laws and mandates

·         Experience working in an inclusive model classroom or experience as a case manager coordinating services for a group of students

·         Understanding of Response to Intervention (RtI) programs and experience in implementing RtI programs in schools

·         Demonstrated ability to work in a fast-paced, high energy environment with a proven ability to meet multiple deadlines and tasks

·         Experience in meeting rigorous goals through the management and/or leadership of adults

·         Results-oriented, hands-on team player who is dedicated to getting the job done

A candidate will ideally possess:

·         A master's degree in Special Education or related field

·         An administration degree or license

·         Four or more years teaching and leading in a low income community school
