The non-profit KIPP Foundation trains and develops outstanding educators to lead KIPP schools, provides tools, resources, and training for excellent teaching and learning, promotes innovation, and facilitates the exchange of insights and ideas within the KIPP network and with partners including: other charters, districts, colleges and universities, and non-profit organizations across the country.

The Finance team oversees all accounting and finance transactions for the KIPP Foundation and works to ensure the organization’s fiscal health. Our grants staff partners closely with program directors and finance teams throughout the network to ensure proper stewardship of Federal and philanthropic grant funding. The Federal Grants Manager will be committed to supporting our regions to best implement their federal grant dollars to serve their school communities.

THE OPPORTUNITY
Project manage all KIPP Foundation Federal Grants from Pre-Award to Post-Award
  • Read and interpret the Notice Inviting Applications (NIA) to understand eligibility and regulatory requirements; Work with the KIPP Foundation Development Team to craft federal grant proposal budget and budget justification; Review grant application to ensure compliance with KIPP Foundation and federal policies, including Uniform Guidance
  • Oversee the grant launch, using grant checklist to ensure smooth hand-off of grant documentation, donor restrictions, and reporting requirements from Development and ensure correct data entry of grant details in the Salesforce grants management system
  • With the assistance of the Grants Administrator, oversee the issuance of all federal subaward grant agreements either to the KIPP Network (KIPP Regions and Schools) or other outside partners
  • Be the point of contact for the U.S. Department of Education (DOE) and work with the DOE Program Officer on submitting prior approval requests for any adjustments that have to be made to the grant budget and/or scope of work
  • Attend annual project director meetings in Washington, D.C.
  • Coordinate and manage the submission of all annual progress reports (APRs); Coordinate and manage the submission of all close-out reports

Refine & Implement Sub-Recipient Monitoring Process
  • Manage the due diligence process as to each sub-recipient’s ability to comply with federal regulations with a thorough review of all their financial and operational policies as well as evaluating each sub-recipient against the Foundation’s standard risk assessment model
  • Refine and execute sub-recipient monitoring processes, including conducting assessments and site visits, collecting and analyzing data, documenting results and identifying and discussing implications
  • Determine appropriate means to address risks and deficiencies identified in programmatic functions and service delivery, including those of contractors and sub-recipients
  • Communicate related issues to the Director, Grants Management on a timely basis and keep her updated on the status of the sub-monitoring work plan
  • Facilitate any external audits and regulatory monitoring visits, and respond to federal government investigations and queries

Partner with KIPP schools and regions to implement best practices in Federal grants management
  • Interpret and assess sub-recipient gaps, provide technical assistance and surface and address issues
  • Analyze findings and make recommendations of sub-recipient site visits and desk audits
  • Review and make recommendations, as necessary, regarding sub-recipient corrective action plans
  • In tandem with outside consultants, provide ongoing training to sub-recipients related to federal grant administration, compliance policies, and OMB Uniform Guidance

The Federal Grants Manager will report to the Director of Grants Management. He/she/they must be willing to travel 1-2 weeks (25-50%) to our region sites across the country. This role is based in our San Francisco office. This is a full-time, exempt position.

QUALIFICATIONS
The ideal candidate for this role will be passionate about KIPP’s mission and values. In addition, he/she/they will bring to this role:
  • 5+ years experience successfully managing federal grants administration and/or compliance
  • Knowledge of OMB Uniform Guidance
  • Experience with providing technical assistance to grantees, a plus
  • Experience with monitoring site visits, a plus
  • Detailed and proficient with word processing, databases, Internet and presentation software
  • University, Nonprofit or philanthropic experience preferred
  • Must be eligible to work in the U.S. without sponsorship
