JOB TITLE: Director of Special Education

 

DUTY SCHEDULE: 12 Months

 

ROLE OVERVIEW:

KIPP Texas- Houston Public Schools Student Support Services (S3) exists to prevent, respond to, and minimize the barriers to learning that KIPP Texas - Houston students may experience. The Director of Special Education coordinates and facilitates effective planning and implementation of support programs in the areas of special education and response to intervention. He/she will work cooperatively with regional and school leaders, instructional faculty and parents to provide an appropriate educational program for our KIPPsters.  This position furthers the mission of KIPP Texas - Houston as it helps ensure that all students have the tools they need to learn.

MAJOR RESPONSIBILITIES AND DUTIES:

 

The Director of Special Education will:

 
  • Program Development and Supervision

    • Coordinate the development and ongoing refinement of a long-term plan for the Special Education and Response to Intervention programs

    • Ensure that KTX-Houston programming achieves and maintains excellent student outcomes across all KTX-Houston schools as the region continues to grow

    • Participate in development of annual budget for presentation and justification to senior leaders; monitor expenditures for accuracy and conformance to budget and operating plan

    • Ensure delivery of high-quality special education and intervention services by hiring, developing, and monitoring internal staff members as well as evaluating outside service providers and leading the annual process for selecting providers  

    • Provide direction/clarification to school staff on non-routine special-education matters

 
  • Maintain Federal and State Compliance in the Student Support Services Department

    • Routinely evaluate the KIPP Texas - Houston Special Education and RtI programs to ensure that objectives for student education are met

    • Ensure compliance with, and prepare reports for, all state, federal, and local agencies

 
  • Manage the operations of KIPP Texas - Houston’s Special Education programs

    • Work collaboratively with school leaders, administrators, and teaching faculty to ensure that the Special Education program is working effectively

    • Manage regional special education and related services faculty

    • Coordinate and supervise the provision of contract services

    • Plan, direct, and evaluate work of contractors

    • Maintain and update policies and procedures and operating guidelines for new and existing special education programs or activities

    • Manage, respond, and support faculty regarding compliance

 
  • Support Special Education and general education faculty

    • Prepare and coordinate meaningful professional development for general and special education faculty members

    • Work with school leaders on recruitment, selection, and evaluation of special education faculty

    • Participate in ARD (Admission, Review, Dismissal) meetings to develop individualized plans that support special education students, as needed

 
  • Provide regional oversight of Response to Intervention

    • Monitors school-level fidelity and effectiveness of RtI programs

    • Provides professional development to school-based teams as well as consultative support

 
  • Forge, cultivate and maintain healthy relationships with multiple KIPP Texas - Houston teams

    • Demonstrates excellent interpersonal skills

    • Maintains an articulate, professional demeanor with strong self-confidence and initiative

    • Exercises excellent judgment in decision-making

    • Ability to be flexible and adapt to changing priorities

    • Experience in leading and collaborating with high-performing teams and managing a staff, while providing constructive and instructive feedback to team members  

    • Responsiveness; Follow-up and follow-through with students, families, and faculty members is essential   

 

QUALIFICATIONS:

Education and Knowledge:

  • Master’s degree in Special Education  or related discipline from an accredited institution, plus a minimum of 5 years of Special Education experience, two of which are supervisory in nature

  • Valid teaching and/or administrative certification or valid related-services credentials

  • Knowledge of educational law, specializing in special education and related laws

 

Skills:

  • Ability to synthesize knowledge and present it to stakeholders, including parents, students, and administrators, in a comprehensive manner

  • Ability to work both on broad-based strategy and everyday details

  • Ability to interpret policy, procedures, and data

  • Independent, self-starter with a strong focus on student development  

  • Proven written and verbal communication skills

  • Strong organizational and planning skills

  • Possession of a passionate and loving attitude toward all children

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, and Outlook)

  • Proficiency using computers, printers, copy machines, and fax machines

  • Reliable transportation is needed to travel between campuses
